'SUMS UP HER WHOLE CAMPAIGN': Vice President Harris was pressed by reporters on a ballot issue aimed at preventing rampant shoplifting in her state, but the Democratic presidential nominee declined to say how she voted, citing concerns about influencing the election outcome.
